The following By-Law Amendment was passed at the 3/6/13 meeting.

The following Proposed Policies were passed at the 3/6/13 meeting.

2013 League Policies
1) The home team manager is also responsible for signing the sign-off sheet posted in the stand prior to leaving. Please be sure that the stand, bathroom(s) and shed are locked.

2) The home team is responsible for passing the hat at each scheduled game. Hat collections are to be put in the safe at the concession stand in the appropriate envelope. Please indicate the date, division, teams and field on the envelope. Failure to pass the hat will result in the manager making a $10 contribution.

3) Find parents or volunteers that can help in the concession stand. For each game scheduled at Francis Field, the home team has the responsibility for operating the concession stand during the game. If you cannot get a parent to run the stand, then a coach will be responsible for running it otherwise the game will be forfeited. No one under the age of 18 shall be allowed in the concession stand.

4) Practices must take place on fields assigned by the league. No practices will be allowed on fields not under the jurisdiction of the Milford Junior Major League due to insurance and liability constraints. Any manger not adhering to this will be removed from their team and the league. The practice field permit issued by the City of Milford should be brought to each practice to avoid conflicts with other teams that may be at the field.

5) Practice Field assignment will be overseen by the Division Commissioner. It will be at their discretion to assign fields prior to or after the league meeting. No fields will be assigned during the meeting.

6) The home team manager shall be responsible for contacting the scheduling umpire Bob Wheway (cell 203-606-0309) to cancel a game due to inclement weather a minimum of one hour before a games scheduled start time, otherwise forfeiture of the game will result. The home team manager should also notify the opposing manager of any cancellation.

7) In an effort to promote publicity for the League, Players and Sponsors, the winning team shall be responsible for filling out and turning in game summary forms which will be provided to each manager. In the Shetland and Pinto Division, the Visiting team shall be responsible for completing the form. Summaries should be turned in at the collection box(s) at Francis and Conklin Field.

8) Unless your game is the last game of the day, weather related delays and preparing the field for play will be limited to 30 minutes after the regularly scheduled start time.

9) No one under the age of 18 shall be allowed to operate the pitching machine or throw live pitches to a batter in the batting cage and must also be a league member.

10) The Player Committee will maintain a list of players for the Pinto and Mustang divisions that may be called up a division to fill in on a temporary / as needed basis. Should a team need a player for a game, they must contact the Player Committee of such request. The Player Committee will attempt to provide a player for the requested game. Should a player not be available to fill in, all other forfeit rules shall apply. Players that are called up a division to fill in are not allowed to pitch in the upper division. Players that are called up, are subject to the normal playing rule requirements for the call up division and shall not play more innings on defense than a rostered player.

11) Should the umpire scheduled for a game (Mustang and Bronco Divisions) not be present at the games starting time, an adult member from either team shall be selected and agreed upon by both managers to umpire the game. The two hour time limit shall remain from the games scheduled start time. No game shall be rescheduled due to a lack of an umpire.

The following By-Law Amendment was passed at the 2/20/13 meeting.

Add Section 6 Par A.7:

There shall be a 2 hour time limit for the Shetland, Pinto, Mustang and Bronco Divisions. No new inning shall start after 2 hours from the games scheduled start time. For night games Sunday through Thursday, no inning shall start after 9:00 pm, and no game shall continue past 9:30 pm. For Friday or Saturday night games, no inning shall start after 10:00 pm and no game shall continue past 10:30 pm. For all 5:15pm weekday games at Francis Field for the Shetland and Pinto Divisions there shall be a 1 hour 30 minute time limit (from the games scheduled start time). Teams are to be off the field no later than 6:45 pm.

Add Section 6 Par A.8:

Mustang and Bronco games that are considered a suspended game may be made up at the discretion of the scheduling committee.

Suspended games when played shall be resumed from the point of curtailment. A new 2 hour time limit shall be allotted to the suspended game. Lineups from the original game shall remain in place. Players from the original game who are not present for the continuation game shall be skipped over in their lineup without penalty. Any players present for the continuation game that were not present for the original game shall be added to the bottom of the lineup for their team. Any pitcher removed from the mound in the original game shall be ineligible to pitch in the continuation game. Both pitchers of record at the time of the game suspension shall be eligible to continue pitching provided all pitching rules are met (i.e. innings in a game, innings in a week, 40 hour rest rule, etc.)

The continuation game shall be played until one of the following conditions are met: 1) ten run rule is met, 2) the 2 hour time limit has been reached, 3) the game has reached regulation length or won in extra innings, 4) the game is called for any reason and determined to be a complete game.

Add Section 6 Par D.11:

For any player who becomes ill or injured during a game and is unable to bat in their turn, that players manager shall have the option of taking an out for the player's inability to bat at that time OR remove the player for the rest of the game on both offense and defense and incur no penalty.

Add Section 6 Par D.12:

Once a player takes their place in the batter's box, if such player cannot complete their at bat, such player shall be declared out.

Add Section 6 Par E.8:

For any player who becomes ill or injured during a game and is unable to bat in their turn, that players manager shall have the option of taking an out for the player's inability to bat at that time OR remove the player for the rest of the game on both offense and defense and incur no penalty.

Add Section 6 Par E.9:

Once a player takes their place in the batter's box, if such player cannot complete their at bat, such player shall be declared out.

The following By-Law Amendment was passed at the 2/6/13 meeting.

Modify Section 6 Par.6. Dugout Personnel to read:

One manager, two coaches and one scorekeeper (provided they are a league member) are permitted in each dugout (or on the bench at fields not equipped with dugouts) or within the confines of the field and shall remain in the dugout or on the bench unless occupying the coaches box when the ball is live. >
