CPR Classes
We will be holding CPR Classes on August 9 and 17 at the Margaret Egan
Center starting at 6:00pm. Please contact Mark Hennequin

Election of Officers
Congratulations to Rich Parker & Mike Germanese who were voted to the
office of secretary and vice president at the 7/7/10 meeting. Their
terms of office will be for two years, effective 11/1/2010.
Policy Addition
The following policies were adopted at the 6/23/10 meeting.
16. There shall be a 2 hour time limit for the Mustang,
Bronco & Pony Divisions. No new inning shall start after 2 hours from
the games scheduled start time. For games that are considered a
suspended game, they may be made up at the end of the season at the
discretion of the scheduling committee.
Suspended games when played shall be resumed from the
point of curtailment. A new 2 hour time limit shall be allotted to the
suspended game. Lineups from the original game shall remain in place.
Players from the original game who are not present for the continuation
game shall be skipped over in their lineup without penalty. Any players
present for the continuation game who were not present for the original
game shall be added to the bottom of the lineup for their team.
Any pitcher removed from the mound in the original game
shall be ineligible to pitch in the continuation game. Both pitchers of
record at the time of the game suspension shall be eligible to continue
pitching provided all pitching rules are met (i.e. innings in a game,
innings in a week, 40 hour rest rule, etc.)
The continuation game shall be played until one of the
following conditions are met 1) ten run rule is met, 2) the 2 hour time
limit has been reached, 3) the game has reached regulation length or won
in extra innings, 4) the game is called for any reason and determined to
be a complete game.
22. For any player who becomes ill or injured during a
game and is unable to bat in their turn that players manager shall have
the option of taking an out for the player's inability to bat at that
time OR remove the player for the rest of the game on both offense and
defense and incur no penalty.
23. Once a player takes their place in the batter's box,
if such player cannot complete their at bat, such player shall be
declared out.
Policy Addition
The following policies were adopted at the 5/13/10 meeting.
19. The Player Committee will maintain a list of players for
the Pinto, Mustang, and Bronco divisions that may be called up a division to
fill in on a temporary / as needed basis. Should a team need a player for a
game, they must contact the Player Committee of such request. The Player
Committee will attempt to provide a player for the requested game. Should a
player not be available to fill in, all other forfeit rules shall apply.
Players that are called up a division to fill in are not allowed to pitch in
the upper division.
20. Mustang pitchers shall pitch no more than 6 innings per
calendar week. No player may pitch more than three (3) innings in any one
game.
21. Should the umpire scheduled for a game (Mustang, Bronco,
Pony Divisions) not be present at the games starting time, an adult member
from either team shall be selected and agreed upon by both managers to
umpire the game. The two hour time limit shall remain from the games
scheduled start time. No game shall be rescheduled due to a lack of an
umpire.
The following lightning policy was adopted at the 4/21/10 meeting.
From the time thunder or lightning flash is observed,
play should be suspended for a minimum 15 minutes. Any subsequent thunder or
lightning after the beginning of the 15 minute count, reset the clock and
another 15 minute count should begin.
By-Law Amendments
The following amendment was passed at the
9/23/09 meeting.
Remove Section 6 Par3.D.6 "A pitcher removed from the mound may return
provided that the pitcher does not exceed three (3) innings pitching."
Add Section 3 Par.8.4 " Any by-law pertaining to playing rules voted on
less than thirty days priot to the start of a season shall not go into
effect until the following season, unless deemed by the Board of
Directors and judiciary board to be strictly a safety issue."
The following amendment was passed at the
4/22/09 meeting.
Revise Section 6 Par.3.C.6 to read "No team shall have more than 10 players
bat in one inning regardless of the score.
The following proposal did not pass at the
4/22/09 meeting.
Section 6 Par3.B.1 change "9 players" to "all players"
Section 6 Par3.B.2 change "9th batter" to "last batter"
The following amendments were passed at the 4/8/09 meeting.
1) (General Revisions & Typos)
Revise Section 1 Par.2 to read …children between the ages
of four and eighteen …
Revise Section 2 Par.6.D change age from 18 to 16. (to be consistent with
Par.6.B)
Revise Section 2 Par.9.B.1 change minimum age from 5 years old to 4 years
old
Revise Section 3 Par.4.A change manager or coach to managers and
coaches.
Revise Section 3 Par 4.B.10 change “hoe plate” to home plate”
Revise Section 4 Par.3.A change to read Shetland – four, five and six year
olds.
Revise Section 5 Par.2.E change “lost” to “used”
Delete Section 5 Par.8.A in its entirety.

Change Section 5 Par.5.A. to read – Individual teams
created by Division expansion shall be given two selections from each age
group prior to general player selection. Any options exercised under Par.2
Options shall count towards the four players. Subsequent selections will be
made in accordance with the regulations for Player Selection with the new
teams being placed at the bottom of the selection rotation list. Order of
preliminary selection shall be determined by lot.
3)
Change Section 6 Par.3. C.11 (pinto) to read - Games are
to be scored, but no league standing shall be kept. The main emphasis shall
be on learning the game of baseball.
4)
Add to Section 2 Par.6.C.
Applicants shall be ranked and if selected to a manager position, assigned a
team based upon the following groups.
1. Manager from the previous year
staying in the same division.
2. Coach from the previous year staying
in the same division.
3. Manager from the previous year moving
up or down a division.
4. Coach from the previous year moving
up or down a division.
5. All other applicants.
Assignments within the same group shall be based upon the applicants
ranking.
5)
Revise Section 3 Par.2.A.8 to read – The Judiciary Board
shall be responsible to review and process all Manager applications.
Revise Section 3 Par.3.A.7.b to read – Post a copy of the Junior Major
League By-laws on the web site and provide a copy of “Current Rules and
Regulations for Shetland, Pinto, Mustang, Bronco, Pony, and Colt, Pony
Baseball Inc., to each manager prior to the start of the playing season.
Revise Section 3 Par.3.A.7.c to read – Furnish the Umpire Assignor one copy
of the rules for each division that they are responsible for.
Revise Section 3 Par.5.A – delete “Senior”
The following amendment was passed at the 3/25/09 meeting.
Add new paragraph to Section 6 Playing Rules
League Policies:
In an effort to address issues that affect the functioning of league and game play (some of which may be experimental) and not specifically covered in the By-Laws, League Policies may be adopted and amended as necessary.
The League Policies shall be implemented as a separate document and be subject to all enforcement provisions of the “By-Laws”.
League Policy adoption and/or amendments may be implemented by a simple majority vote of eligible members present at an official league meeting and be exempt from the “Amendment of Constitution and By-Laws” requirements.
Adoption and/or amendments shall generally be done before the start of either the spring or fall season.
